South Kohala, llawai'i TMK: 6-3-1 1:13 <br />reports as follows: <br />Bill No. 125 amends Section 25-8-7 (North and South Kohala Districts Lone Map). Article 8. <br />Chapter 25 (!,Doing (`ode) of the Hawaii County Code. by changing the district classification for <br />approximately 6366 acres of land Isom an Agricultural (A-Sa) to a Residential and Agricultural <br />(RA-2a) zoned district. <br />l~he rectangular-shaped subject property. owned in fee by Glenn and Onthia Lindsey. is located in <br />the Anekona Gstates Subdivision on the north side of Kanehoa Street and south side of Kawaihac <br />Road. l~hc owners have consented to the request to subdivide the property into two lots <br />approximately twD acres in size. The applicant intends to construct dwdlings on the prDpuscd <br />lots. 'fhe property has been graded for use as pasture land. <br />The State Lund Use Designation is Agricuhural and the joint bill is seeking to change the zoning to <br />Rural. 'fhe I.l IPAG designation is t{xtensive Agricultural. Although ohana dwelliugs arc <br />permitted in the SLU Rural designation_ the suhdivision~s restrictive covenants will prohibit ohana <br />dwellings. <br />the property is not situated within the Special Management Area as it lies six miles from the <br />nearest coastline. <br />l~he Land Study Bureau classifies the soils as "li" or "Very Poor". fhe U S Soil Survey classifies <br />the. soils as Puu Pa extremely stony eery tine sand loam with moderateh rapid permeability. <br />medium runoff and moderate erosion hazard, which arc used for pasture. <br />hhe subject property is located in lone "X'~, an area determined to be outside the 500-year flood <br />plain. <br />I~here arc no known or recorded rare or endangered animal or plant li~~ Dn the subject property. In <br />an archaeological field inspection conducted by Rechtman Consulting. they stated that the parcel <br />hud been substantially graded in the past and there should be no historic preservation concerns <br />associated with the reclassification and subsequent de~clDpment of the parcel. <br />
