South Kohala, llawai'i TMK: 6-3-1 1:13 reports as follows: Bill No. 125 amends Section 25-8-7 (North and South Kohala Districts Lone Map). Article 8. Chapter 25 (!,Doing (`ode) of the Hawaii County Code. by changing the district classification for approximately 6366 acres of land Isom an Agricultural (A-Sa) to a Residential and Agricultural (RA-2a) zoned district. l~he rectangular-shaped subject property. owned in fee by Glenn and Onthia Lindsey. is located in the Anekona Gstates Subdivision on the north side of Kanehoa Street and south side of Kawaihac Road. l~hc owners have consented to the request to subdivide the property into two lots approximately twD acres in size. The applicant intends to construct dwdlings on the prDpuscd lots. 'fhe property has been graded for use as pasture land. The State Lund Use Designation is Agricuhural and the joint bill is seeking to change the zoning to Rural. 'fhe I.l IPAG designation is t{xtensive Agricultural. Although ohana dwelliugs arc permitted in the SLU Rural designation_ the suhdivision~s restrictive covenants will prohibit ohana dwellings. the property is not situated within the Special Management Area as it lies six miles from the nearest coastline. l~he Land Study Bureau classifies the soils as "li" or "Very Poor". fhe U S Soil Survey classifies the. soils as Puu Pa extremely stony eery tine sand loam with moderateh rapid permeability. medium runoff and moderate erosion hazard, which arc used for pasture. hhe subject property is located in lone "X'~, an area determined to be outside the 500-year flood plain. I~here arc no known or recorded rare or endangered animal or plant li~~ Dn the subject property. In an archaeological field inspection conducted by Rechtman Consulting. they stated that the parcel hud been substantially graded in the past and there should be no historic preservation concerns associated with the reclassification and subsequent de~clDpment of the parcel. Surrounding lands arc in the State's Agricultural and Rural Districts and the County's Agricultural (A-Sa) and Residential and Agricultural (RA-2a) zoned districts. The Kanehoa Subdivision is located ~o the east of Anekona Estates Subdivision, the 10-lot Kanwela Plantations Subdivision is located to the east. and the 26-lot Waimea Landmark Estates Subdivision is located to the north across the Kawaihae Road. The subdivisions include vacant lands, mixed residential uses_ and few residential/agricultural uses. Count}' water is mailable to the subject property through hvo appro~rd meters. there is no municipal sewer system in the area, so wastewater will be disposed of through individual wastewater systems as rcyuircd by the State Department of I Icalth. Your Committee did not entertain turther discussion on this measure. Your Committee concurs with the Punning Commission and the Planning Director for reconvnending a favorable consideration for the change of zone request which would result in an appropriate land use pattern that will further benefit the public. Your Committee on Planning is in accord with the intent and purpose of Rill No. 125, and recommends it pass first rcadin~~.
