Your Committee on finance. to Nhidi was referred Resolution No. 86-03. reports as follow,:
Resolution No. 86-03, transmiUed by Director of Finance William ~fakaba. pia Communication No.
288. dated .luly 16. 2003. authorizes the payment of funds of a later tiscal year and of more than one
tiscal sear t~~r three truck tractors.
The Department of F'.nvironmental Management, Solid Waste Division, wishes to enter into a (icc-
ycar lease with pm~chase options Ibr three truck tractors. Several of the current truck tractors arc in
r~crss of ten }ears of age, have high mileage, incur rntijor repairs, and are approaching the end of
their useful life.
I he Solid Waste Fund does not have the financial resources to purchase die atia'anentioned
cyuipmcnt and, theretbrc, requests the authority to enter into a lease agreement fbr live }ears. Funds
~~ould he budgeted in future tiscal }ears to cover the anticipated costs.
Pursuant to Section 10-I 1, I la~~ai'i County Charter. an}' contract Icasc or other obligation requiring
payment of funds li~om the appropriations of a later fiscal year must be approved by resolution.
During its discussion. Your Committee learned that the contract is a financing Icasc a~ntruct which
means that the Count} finances the equipment 1br five wars.
Some members of Your Committer rspresscd concerns that the truck tractors were not pruprrh~
maintained and arc only ten years old. Director Barbara Bdl will get information regarding the
mileage on these truck tractors prior to the nckt Council muting.
Your Committer on Finance is in accord with the purpose and intent of Resolution No. 86-U3 and
recommends its adoption.
