Your Committee on Finance, to which was rclerred Resolution No. 233-02, reports as fblluws:
Resolution No. 233-02, transmitted by Director ofFinanec William "I~akaha, via Communication
No. 721, dated August 12, 2002. authorises the payment of funds ofa Ialer liscal ecar and of more than
one liscal tear for a core financial accounting system and related components.
The Finance Department wishes to select a vendor through the Request fix Proposal (RI'PI process and
negotiate a multi-year lease agreement with purchase options fix the acquisition of a cols financial
software s}stem with related components. Funds would be budgeted in future fiscal years to cover the
anticipated costs.
Pursuant to Section 10-1 1. I lawai'i Count} Charter, an} contract, lease or other obligation requiring
payment ot~ funds fi~om the appropriations of a later fiscal year must be approved by resolution.
Originally heard on September 10, 2002, this measure was deterred pending the completion of the RI'P
process and the final cost for the Core Financial Accounting System and related componems.
Resolution No. 233-U2, Draft 2. transmitted by Director of Finance William I~akaba. via Communication
No. 312, dated August 7, 2003. was referred to Your Committee. According to Draft ?. the KPP
selection committee reviewed all proposals, viewed demonstrations by the linal three Vendors,
conducted relerence checks and site visits. and rcyuestcd additional inftxmution and a best and Iinal

Your Committee on Finance is in accord with the purpose and intact of Resolution No. 23 ,-02. as
amended to Drati ?. and reconunauls its adoption.
