Your Committee on Parks and Environmental Management, to which was referred Communication No. 315,
and attached [3ill No. 137, reports as follows:
Communication No. 315 is from Councilmember Leningrad Elarionoff, dated .luly I I, 2003, transmitting Bill
No. 137 for the Council's revie~~~ and consideration.
The purpose of Bill No. 137 is G> amend Section 15-68.1, Hawaii County Code, Parks and Recreational
Facility Schedule, by renaming the Samuel M. Spencer Beach Park-"Spencer Park at `Ohai`ula Beach "and
the Pavilion at `Ohai`ula "Samuel Mahuka Spencer Pavilion".
'Ohai`ula, located in the South liohala District of Hawaii Island within Kawaihae, south of Pdukohola
Heiau National Historic Site, is the original name of the area now known as Sanmel M. Spencer Beach Park.
Samuel M. Spencer Beach Park was named after Samuel Mahuka Spencer, a native of Waimea, liawai`i and
County Chairman of Hawaii Island from 1924 through 1944. The name of this place and the many names
within this place are only preserved by oral histories and old maps as there is a growing public interest in
preserving the original names of ancient places and cultures.
Members of the Association of I lawaiian Civic Clubs have adopted a resolution at their 43"~ Annual
convention urging that the original place name of `Ohai`ula be included in the more accurate renaming of
Samuel M. Spencer at Kawaihae. "fhe Association of Hawaiian Civic Clubs is a confederation of 47 civic
clubs. They are the oldest grass roots, community-based Hawaiian organization, having been formed in 191 R
by Prince.lonah Kuhio Kalaniauaole. This bill places the more complete and accurate park name on the
facility schedule.
Your Committee is in accord with the purpose and intent of Bill No.137 and recommends that it pass first
reading.
