Mr. McClure reports that the amendment proposed in Bill No. 133 would relocate the mid-Mock
crosswalk to a more appropriate location near Ala Ke'eke'e Place. 1 le also reports that the
measure is supported by 511'!5, of Central Kona Union Church's congregation.
I~he purpose of Bill No. 13 3 is to amend Chapter 24, relating to Vehicles and 'I~ratiic, /article 10,
Division ~. Section 24-276. Schedule 24 (Crosswalks). Subsection (I) Kona, hem (16), of the
Ilawai'i County Code 1983 (1995 edition), by deleting the mid-block crosswalk fronting the
Central Kona Union Church.
~~t today~s meeting, Casey ti. Yanagihara. Traffic Division Chic) of the Public Works
Department, provided this committee with a briefconunentarc about the origins and purpose of
Bill No. 133. According to Mr. Yanagihara_ this measure was introduced to utilise a new
intersection at Ala Ke'eke'c Place and Mamalahoa I lighway. Division inspectors concluded that
relocating the crosswalk to the proposed site would provide pedestrians with a saber crossing
location. Mr. Yanagihara csplained ihat it is helieved that motorists. in gcneial, anticipate
crosswalks and pedestrians at intersections rather than at mid-block locations.
During discussion. Conunittcc members queried the relocating effint and requested that Traffic
Division Inspection Report; ol~ the siic he forwarded to the Council for further review. In
addition, this Conunittec al,o requested a Icucr of support be obtained from the Central Dona
l anion Church and that signs alcrtim~ pedesu~ians to the location and distance of the new crosswalk
be installed upon passage of the bill
