No. 94-03 Council Chair and Members llawai`i County Council Hilo, Hawaii 96720 Your Committee nn Finance, to which was referred Resolution No. 94-03, reports as follows: Resolution No. 94-03, transmitted jointly with Bill No. 139 by Director of Finance William 'l~akaba, via Communication No. 32 3. dated August I9, ?003. authorizes the receipt and expenditure of state funding appropriated by the State Legislature pursuant to Act 3, Special Session Laws of Hawaii 2003, for the establishment of an adolescent treatment center and tier community anti-drug ef~lorts on the Island of I lawai`i. fhc State of Hawaii Legislature enacted Act 3, Special Session haws of I lawai'i 2003, with a finding that expenditures from the emergency and budget reserve fund established by section 32RI,-3, I Iawai'i Revised Statutes, are needed to meet the emergency economic situation currently facing the State. "fhe legislature further determined that the moneys are urgently needed to maintain levels of programs that are essential to the public health, safety, and welfare. Act 3 appropriated, in part, $300,000 for the establishment of an adolescent treatment center to treat poly-drug abuse on the Island of Hawaii and $100,000 for community anti-drug efforts aimed at preventing crystal methamphetamine use on the Island of I Iawai`i. Pursuant to Section 46-7, Hawaii Revised Statutes. county departments must obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish. expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. Health, Education • Catch Up- We are 10-15 years late • Improve (hn~ infrastructure • Implementation-Not just talk • E?valuate -What works for I lawai'i Island, what doesn't. • "fhe purpose of the summit was to focus attention and resources upon the problem of ice and the crisis and epidemic that it has become on the Island of Hawaii. FC REPOR~F NO. I ~R There is a void on this island for an adolescent drug treatment center, which the State is not tilling. It has been determined by the legislature this is to he a priority so that youth do not have to travel to Oahu and Maui. Executive Assistant Billy Kenoi stated through federal monies the goal is to receive $500.000 to set-aside for community anti-drug efforts and this $100,000 is the first from the State. The llepartmcnt of Research and Development is assessing if it would be able to monitor the disbursements and conduct an effective evaluation program for the expenditure of these monies. Council Member Fred [ lolschuh presented a memorandum (Communication No. 323.?) requesting the following information from the administration 1) what is the County~s strategy for the "war on ice" - i.e., enforcement, treatment, prevention, etc. -and how is it coordinated with the state's strategic plan; 2) what steps have been taken to assure that the proper agencies and organizations have been included and are consulted in the development of strategy and program implementation; and 3) how does Resolution No. 94-03 "fif' into the County's plan, and how will the timds accepted be spent by the county administration'? In discussion. Your Committee agreed that there is an urgent need for a youth treatment facility, on the island, and were in favor of such a facility; however, they expressed concern over the county's involvement in an adolescent treatment center as this is normally a state function. Also, concern was expressed regarding the planning, the distribution of funds, and the bidding and procurement process. Council Members requested that the administration present a plan to the council as to what needs to be achieved and what the councils' involvement will be in the process. Per Executive Assistant Billy Kenoi indicated he would provide information in response to the Committee's requests by October R. 2003. Por informational purposes, Mr. "fyler voted kanalua, then no.
