No. 0 3-91. as amended, the Operating Budget. ending ,tune 30, 3004. The amendment is as

These fund from the State of Hawaii Legislature Act 3. Special Session Laws of Hawaii 2003.
with a finding that expenditures from the emerga~cy and budget reserve fund established by
section 3281,-3, Hawaii Revised Statutes, arc needed to meet the emergency economic situation
currently facing the State. The legislature further determined that the moneys arc urgently
needed to maintain levels of programs that arc essential to the public health, safety, and welfare.
Act 3 appropriated. in part, $300,000 for the estahlishment of an adolescent treatment center to
treat poly-drug ahuse on the Island of llawai'i and $100.000 for community anti-drug efforts
aimed at preventing crystal mcthamphetamine use on the Island of Hawaii.
Pwsuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is hereby authorized to apply R~r. receive and expend the funds for mi
adolescent u•eatmenl center and the community anil-drug cflorls.
Pcr the Mayor's Executive Assistant Bilh~ Kcnoi, through ~cdcral monies the goal is to receive
$500,000 to set aside for community anti-drug eflorts and this $100,000 is the first from the
State. 'I~he Department of Research and Development is assessing i f it would be able to monitor
the disbursement and conduct an effective valuation program for the expenditure of these
monies.

During its discussion and as a result of discussion held on Resolution No. 94-03, an amendment
was made to add a new Section 4 to read as below:
SEC"LION 4: Prior to the czpcnditure of funds subject to this ordinance, the
administration shall submit to the Council for its review and approval (1) an
implementation plan and detailed expenditure plan for the Adolescent "IYeatmenl ('enter
($300,000; Account No. O10-I 1 I-51 11.52); and (2) a detailed expenditure plan including
criteria for the disbursement of funds to community-bused organizations for Community
Anti-Drug Efforts ($100.000; Account No. O10-I i 1-5111.53).
For informational purposes, Mr. 'Tyler voted kanalua Dien no.

to Draft 2, and recommends it pass first reading.
