Your Committee on Finance, to which was referred Resolution No. 99-03, reports as follows:
Resolution No. 99-03, transmitted jointly with Bill No. 144 by Director of Finance
William Takaba, via Communication No. 335, dated September 2, 2003, authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of Transportation for
a Community Policing Program.
The State of I(awai'i Department of Transportation, Public Affairs Office -Sate Community
Program has authorized a $900 grant towards the Hawaii County Police Department's
Community Policing Program. The goal of this grant program is to increase the effectiveness
and professionalism of the community policing officers in Kona by purchasing three digital
cameras to assist in documenting conditions seen in the community and using these in proactive
crime prevention presentations.
Pursuant to Section 46-7. Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
he taken pursuant to any of the powers granted by law to furnish. expend and receive any funds
or other assistance in connection with projects being or to he undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 99-03
and recommends its adoption.
