Your Committee on Finance. to which was referred Resolution No. 100-03, reports as follows:
Resolution No. 100-03, transmitted by Director of Finance William Takaba, via Communication
No. 336, dated September 2, 2003, authorizes the Office of the Mayor to enter into an agreement
with the United States of America for a Public Health Preparedness and Response from
Bioterrorism grant.
The United States of America through the U.S. Department of Health & Human Services.
Centers for Disease Control and Prevention has authorized a $60,000 grant to the Hawaii
County Fire Department for a Public Health Preparedness and Response from Bioterrorism grant
to purchase afully-equipped trailer configured for use as a medical response unit to mass
casualty incidents as a result of weapons of mass destruction or natural disaster.
Pursuant to Section 46-7. Hawaii Revised Statutes. county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish. expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
These funds, passed through the State Department of Health, EMS Division, will be integrated
into the County's annual EMS ambulance contract agreement with the State. Your Committee
Members noted that a companion appropriation bill was not attached, and requested that it be
brought forward prior to the next Council meeting.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 100-03
and recommends its adoption.
