Your Committee on Finance, to which was referred Resolution No. 102-03, reports as follows:
Resolution No. 102-03, transmitted jointly with Bill No. 145 by Director of Finance
William Takaba, via Communication No. 338, dated September 2, ?003, authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of the Transportation
for a click it or ticket program grant.
The State of Hawaii Department of Transportation, Public Atfairs Office -Safe Community
Program has authorized a $15,444 grant to the Police Department for a Click It or "Picket
Program to increase the awareness of youth and teens to the state seatbelt usage laws.
Pursuant to Section 46-7, Hawaii Revised Statutes_ county departments must obtain the consent
of the council to enter into agreements with the tederal or state governments respecting action to
he taken pursuant to any of the powers granted by law ro furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Sergeant Randy Apele of the I lawai'i County Police Department explained that State studies
have shown that Hawaii County is very low in rear seatbelt usage rates, especially among youth.
With this program the Police Department is trying to educate the public of the fact that there is a
State law requiring rear seat occupants aged 17 and under to buckle up.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 102-03
and recommends its adoption.
