Your Committee on Finance, to which was referred Bill No. 145, reports as follows:
Bill No. 145, transmitted jointly with Resolution No. 102-03 by Director of Finance
William Takaba, via Communication No. 33R, dated September 2, 2003, amends Ordinance
No. 03-91, as amended, the Operating Budget, ending .lone 30. 2004. The amendment is as

These funds from the U.S. Department of "transportation, through the State of I lawai'i
Department of"transportation, Public Affairs Office -Safe Community Program will be for a
Click It or Ticket Program Grant in the Hawaii County Police Department to increase the
awareness of youth and teens to the state seatbelt usage laws.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter. the Mayor is hereby authorized to apply for, receive and expend the funds for a Click It
or ~I'ickct program.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 145 and
recommends it pass first reading.
