Your Committee on Finance, to which was referred Resolution No. 103-03, reports as lollows:
Resolution No. 103-03, transmitted jointly with Bill No. 146 by Director of Finance
William'I~akaba, via Communication No. 339, dated September 2. 2003, authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of Transportation Ibr
a Traffic Investigation Program grant.
'the U.S. Department of "hransportation, through the State of Hawaii Department of
"transportation. Public Affairs Office-Safe Community Program has authorized a $15,000 grant
to the Hawaii County Police Departments "]Yaftic Investigation Program to increase the quality
of alcohol and speed related traffic fatality investigations by providing training and equipment to
the of3icers.
Pursuant to Section 46-7. Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
he taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Sergeant Randy Apele of the Hawaii County Police Department, informed Your Committee that
the training will cost about $11,000 to $12.000 and the $2,000 or $3,000 is for additional training
or to purchase additional equipment for traftic investigations, which will he determined at a later
date.
Your Conunittee on Finance is in accord with the purpose and intent of Resolution No. 103-03
and recommends its adoption.
