Your Committee on Finance, to which was referred Bill No. 146, reports as follows:
Bill No. 146, transmitted jointly with Resolution No. 103-03 by Director of Finance
William ~I"akaba, via Communication No. 339, dated September 2, 2003, amends Ordinance
No. 03-91, as amended, the Operating Budget, ending ,lure 30, 2004. 'Che amendment is as
follows:

These funds from the U.S. Department of "hransportation, through the State of I lawai'i
Department of'hransportation, Public Affairs Office- Safe Community Program will be for the
"IYaffic Investigation Program grant to the Hawaii County Police Department to increase the
quality of alcohol and speed related traffic fatality investigations by providing training and
equipment to the officers.
Pursuant to Section 46-7, Hawaii Revised Statutes, tmd Section 13-13(b). Hawaii County
Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for a Traffic
Investigation program.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 146 and
recommends it pass tirst reading.
