Your Committee on Finance, to which was referred Resolution No. 105-03, reports as follows:
Resolution No. 105-03, transmitted by Director of Finance William "fakaba, via Communication
No. 341, dated September 4, 2003, amends transfers funds as follows:

With regards to the Hamakua lands. funds are required to proceed with the survey work
necessary to sell the remaining County properties in the Hamakua area. In some cases
consolidation/resubdivision is required to allow access to all propcrties.

provided information and justification for the $225,000 request to assist in funding additional
preparation work required to sell the County's Hamakua properties. Currently, the County has
three properties listed for sale with a realtor. Two of those properties are in escrow, with one
expected to close in approximately two weeks. The County has one additional property in
escrow that it is selling directly. It also is expected to close within two weeks. The cost incurred
to date is $A,104.15 for title reports on eleven parcels and appraisals on five parcels. An
additional amount of approximately $50,000 will be deducted 1i-om sales proceeds to pay for
surveying. The realtor's commission for the two properties in escrow will be about $49,000. 'Ib
sell the remaining county properties in a manner other than wholesale will require surveying
work and the resolution of access issues. If the properties must be surveyed, the additional cost
to subdivide into the available legal lots becomes more reasonable. The original fiscal year
2003-2004 budget request of $300,000. which was proposed in May, was intended to fund
required appraisal, title reports and survey work to keep the property sales project moving
forward. At this tithe, $225,000 is being requested to meet the immediate needs 1br survey and
appraisal of propcrties next in line to be sold, and to complete the purchase of title reports for all
properties.
PC REPORT NO. 140
Communication No. 341? from Mayor 1~arry Kim, dated September 7, 2003, provided
information and justification for the request of $100,000 from the Councils Contingency
Account to help Hawaii County communities comply with the Environmental Protection
Agency's upcoming ban on large capacity (or gang) cesspools by April 5, 7005. The funds will
be used, along with $22,000 from the administration's budget. to hire an individual or fine under
a professional services contract to manage this project. This amount is the best estimate of the
cost for one year of services. The consultant hired will work with rural communities islandwide
to: 1) assist them in determining if they are presently utilizing gang cesspools for waste disposal;
2) assist them in determining what alternative acceptable waste disposal option they as a
community want to pursue; and 3) assist them in implementing the chosen alternative through
assistance with variance applications. coordination of design work, funding resources. If the
County is successful in its application for the Federal Clean Water Act §319 grant, funding may
kick in and cover this consultant cost from the time the grant is awarded. In that case, this full
amount may not be expended.
During its discussion, Your Committee learned that the $100.000 from the Contingency Relief
account will provide guidance and stimulus to communities that have private gang cesspools
systems. Members of Your Committee felt that these will be well spent and is a legal use of
funds for public health, safety and welfare.
For informational purposes, Mr. l~yler voted kanalua twice.
Your Committee nn Finance is in accord with the purpose and intent of Resolution No. I OS-03
and recommends its adoption.
