RE: Communication No. 331 /Bill No. 142
Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 331 and Bill No. 142, reports as follows:
Communication No. 331 is a letter dated August 13, 2003, from Tom Brown, Transit
Administrator, transmitting the above bill for Council consideration. In this letter, Mr. Brown
reports that the proposed amendment would establish a taxi stand at the Kailua-Kona pier. The
stand, which would accommodate cruise ship visitors, is to be located outside the guard shack
near the entrance of the pier and provide two taxi stalls.
The purpose of Bill No. 142 is to amend Chapter 24, Article ]0, Division 3, Sections 24-275.1,
Schedule 23.1, relating to Vehicles and Traffic, by adding a taxi stand location along
Ka`ahumanu Place in Kona.
At today's meeting, Mc Brown provided background information about the need and purpose of
Bill No. 142. According to Mc Brown, this measure was proposed to address along-standing
problem at the pier surrounding visitor access to taxicabs. By placing a taxi stand near the pier,
as proposed, the transportation needs of cruise ship visitors will be met more efficiently.
Councilmember Tyler reiterated the need for the amendment and further explained that the bill
was initiated after efforts to work with state agencies to place a stand on the pier were exhausted.
Your Committee is in accordance with the purpose and intent of Bill No. 142 and recommends
that it pass first reading.
