HomeMy WebLinkAboutREP PWIRC 028 09/16/2003 2002-2004REPORT OF THE COMMITTEE ON PUBLIC WORKS & INTERGOVERNMENTAL RELATIONS DATE: September 16, 2003 PLACE: Councilraom TIME: 9:04 a.m. RE: Communication No. 332/ Resolution No. 97-03 Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 332 and attached Resolution No.97-03, reports as follows: Communication No. 332, dated September 2, 2003, is from Councilmembers Leningrad Elarionoff and Gary Safarik, transmitting Resolution No. 97-03 for Council consideration. The putpose of Resolution No. 97-03 is to request that the Department of Public Works, [he Planning Department, the Office of the Corporation Counsel and the Legislative Auditor's Office form a multi-agency task force to develop a "roads-in-limbo" policy. According to Resolution No. 97-03, there are approximately 450 miles of "roads-in-limbo" on the Island of Hawaii. Issues relating to these "roads-in-limbo," which are currently handled on a case-by-case basis, have proven to be a long- standing problem for the County of Hawaii. As such, the resolution resolves that amulti-agency task force be formed to develop a comprehensive "roads-in-limbo" policy for the county. At today's meeting, Committee Chair and Co-introducer of the measure, Leningrad Elarionoff, provided members with background information about the origins and purpose of Resolution No. 97-03. He expressed a desire to address this ongoing and long-standing problem by nudging the appropriate individuals and agencies in that direction. He also informed members of this Committee that the intent of the resolution is to place the Committee within the policy developmental process by having regular updates delivered from the task force. Councilmember and Co-introducer Gary Safarik reiterated the need and urgency to work towards a solution collaboratively. Mr. Bruce McClure, Director, Department of Public Works, spoke in favor of the measure also. Your Committee requested that once formed, the multi-agency task force make every effort to complete this project in less than a year.
