Your Committee on Public Works and Intergovernmental Relations, to which was referred Communication No. 330 and attached BiII
No. 141, reports as follows:
Communication No. 330 is a letter dated August 22, 2003, from Bruce C. McClure, Director, Department of Public Works,
transmitting the above bill for Council consideration. In this letter, Mc McClure advises [hat Bill No. 141 proposes three Traffic Code
amendments for Kilauea Avenue at Waiakeawaena Elementary School. Amendments include (I) the addition of a new bus stop, (2)
the elimination of an existing mid-block crosswalk and (3) adjustments to the current passenger loading zone. Further, Mr. McClure
reports that these amendments were prompted at the request of the Waiakeawaena School's Safety Committee with the concurrence of
the Waiakeawaena Parents Teachers Association and the Waiakeawaena School Community Based Management Committee, parents,
students and staff.
The purpose of Bill No. 141 is to amend the following sections of Chapter 24 relating to Vehicles and Traffic:
Article 10, Division 3, Section 24-275, Schedule 23 (Bus Stop Locations), Subsection (c) South Hilo. Add Bus stop.
2. Article IQ Division 4, Section 24-276, Schedule 24 (Crosswalks), Subsection (c) South Hilo. Delete Mid-block
crosswalk.
3. Article I Q Division 6, Section 24-287, Schedule 35 (Passenger Loading Zones), Subsection (c) South Hilo, Item (7).
Adjust dimensions and time of loading zones.
At today's meeting, Mr. Casey K. Yanagihara, Traffic Division Chief of the Public Works Department, and Dian Mahoney,
Vice-Principal of Waiakeawaena Elementary School, provided [his Committee with background information about the origins and
purpose of Bill No. 141. Mr.Yanagihara and Ms. Mahoney informed the Committee that these proposed changes would address
long-standing traffic problems for the school and thereby increase the overall safety level for the area. Vice-Principal Mahoney also
provided this Committee with written testimony in support of the measure.
Also briefly discussed during [he course of the meeting was Communication 330.1 from Deputy Police Chief Harry S. Kubojiri
regarding this same matter. According to Deputy Chief Kubojiri's letter, the Police Department supports the proposed amendments,
but remains concerned that motorists continue to utilize the roadway shoulder to drop off school children. Ms. Mahoney assured
members of this Committee that the Police Department remains an active part oftraffic-related discussions at Waiakeawaena
Elementary School.
Your Committee is in accordance with the purpose and intent of BiII No. 141 and recommends [hat i[ pass first reading.
