Your Committee on finance, to which was referred Resolution No. 1 10-03, reports as follows:
Resolution No. 110-03, transmitted by Director of Finance William Takaba, via Communication
No. 359, dated September 23, 2003, authorizes the appropriation and use of prior year funds
resulting from the cancellation of a purchase order.
In the tiscal year ended June 30, 2003 the sum of $5,344 was encumbered in account number
010-500-550339-341 from funds duly appropriated in that tiscal year. In the current fiscal year
ended June 30. 2004, purchase order number 22861 was canceled due to volunteers not being
able to complete a resurfacing project for the tennis courts at the Old Kona Airport. That
cancellation resulted in formerly encumbered funds appearing in the unexpended allotment
balance of the current year's budget status. These funds will be used to purchase materials for
other ongoing Friends of the Park prgjects for this fiscal year.
Some members of Your Committee were concerned that the community was not notified when
the purchase order was cancelled.
For informational purposes, Mr. Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 110-03
and recommends its adoption.
