Your Committee on Finance, to which was referred Resolution No. 114-03, reports as follows:
Resolution No. 114-03, transmitted by Mayor I tarry Kim, via Communication No. 366, dated October 3, 2003,
approves cost items decided upon by an arbitration panel affecting SHOPO bargaining unit 12 and employees
excluded from bargaining unit 12 for the contract period July I, 2003 through June 30, 2007.
fhe cost items are a continuation of step movements during the four years covered, a 4.00% across-the-board
increase on .luly I, 2003, and a continuation of standard of conduct differential increase on July 1, 2005. The
estimated cost to the County of Hawaii over the four years for the aforementioned negotiated cost items will be
$ 11,806,103. Additional adjustments such as employer's contribution to the Employee Retirement System,
vacation, holiday, and sick leave reparations will increase the total cost to $14,672,346.
Section R9-I I (c) and (g) of dte Hawaii Revised Statutes relating to collective bargaining requires that in the case
of a "final and binding" decision by an arbitration panel, "[a]II items requiring monies for implementation shall he
subject to appropriations by the appropriate legislative bodies". These sections further require that the employer
shall submit all such items within ten days after the date on which the agreement is entered into as provided
herein, to the appropriate legislative bodies.
In committee discussion, the July I, 2005 effective date for "standards of conduct differential (SCD)" pay, a new
cost item. was noted. Should a police officer he suspended for more than 5 days, the SCD pay would not appl}'.
Council Member'I~yler expressed concern about the overall impacts of pay raises, ahhough it was noted that
upcoming negotiations wide UPW and HGEA might not he finalized before the expiration of the current fiscal
vcar.
For informational purposes, Mr.'fyler voted kanalua, then no.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 1 I4-03 and recommends
its approval.
