Hawui'i 96720 Your Committee on Finance, to which was referred Resolution No. 116-03, reports as follows: Resolution No. 116-03, transmitted jointly with Bill No. I58 by Director of Finance William Takaba, via Communication No. 368, dated September 30, 2003, authorizes the Office of the Mayor to enter into an agreement with the State of Hawaii Department of Defense, State Civil Defense, for the Community Emergency Response Team (CER'I') program. The Federal Emergency Management Agency, through the State of Hawaii Department oC Defense, State Civil Defense_ has authorized a $30,000 grant to the Hawaii County Civil Defense Agency for the CFRT training program which will provide an opportunity for citizens to augment local emergency response activities through partnership with local emergency management in preparing for and responding to natural or man-made disasters. These funds are to be used specifically for two objectives: Oconduct CERI"Frain-the-Trainer courses to prepare program managers and instructional teams for communities who will expand the CERT training program; and 2) to continue to initiate, organize, train, and maintain CER"fs and to use the teams as an emergency management resource and as a volunteer pool to perform special projects that will improve the preparedness of Hawaii County. Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. Council Member Tyler expressed concern that no program budget was attached to the administration communication. For informational purposes, Mr. "Tyler voted kanalua, then no. Your Committee on Finance is in accord with the purpose and intent of Resolution No. I 1 G-03 and recommends its adoption.
