Your Conunittcc on Finance, to which was referred Bill No. 158, reports as follows:
Bill No. 158, transmitted jointly with Resolution No. 1 16-03 by Director of Finance William Takaba, via Communication
No. 368, dated September 30, 2003, amends Ordinance No. 03-91, as amended_ the Operating Budget, ending June 30,
2004. The amendment is as follows:

'T'hese funds, from the Federal Emergency Management Agency, through the State of Hawaii Department of Defense,
State Civil Defense, will be used specifically for two objectives: I) conduct CERT Train-the-Trainer courses to prepare
program managers and instructional teams for communities who will expand the CERT training program; and 2) to
continue to initiate, organize, train, and maintain CERTs and to use the teams as an emergency management resource and
as a volunteer pool to perform special projects that will improve the preparedness of Hawaii County.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b). Hawaii County Charter, the Mayor is hereby
authorized to apply for, receive and expend the funds for a Victim Services program.
Council Member "hyler expressed concern that no program budget was attached to the administration's communication.
For informational purposes, Mr. Tyler voted kanalua, then no.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 158 and recommends it pass first reading.
