Re: Comm. No. 373/Bill No. 163
Your Committee on Finance, to which was referred Bill No. 163, reports as follows:
Bill No. 1G3, transmitted by Director of Finance William 1"akaba, via Communication No. 373,
dated October 9, 2003, amends Ordinance No. 03-91, as amended, the Operating Budget, ending
June 30, 2004. The amendment is as follows:

Pursuant to Section ] 0-8 of the Hawaii County Code relating to supplemental appropriations"
the $5,678,888.54 in the General Fund fund balance as of,lune 30.2003, is certified.
These funds will be used to award the contract tar engineering services for the Replacement of
Large Capacity Cesspool CIP projects. A detailed proposal on the use of this balance based on
departmental supplemental budget requests and other Deeds will be forthcoming.
Managing Director Dixie Kaetsu explained that M&F Pacific had been awarded anon-bid
professional consultant service acquisition contract for the survey, design, engineering and
permitting work associated with the replacement of 98 large capacity gang cesspools in County
facilities by April 2005.
For informational purposes, Mr. Tyler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 163 and
recommends it pass first reading.
