Your Committee on Finance. to which was referred Resolution No. 121-03. reports as follows:
Resolution No. 121-03, transmitted jointly with Bill No. 17I by Director of Finance William Takaba, via
Communication No. 387, dated October 17, 2003, authorizes the acceptance of a donation t?rnn the Ka'ohc North
Road Association.
The Ka'ohe North Road Association has graciously donated $20,399.55 to the Hawaii County Department of
Public Works to provide the basic grubbing and gravel covering improvements to the Ka'ohe Homestead "North
Road". "I~hc basic repairs are necessary to restore the road to usability as an unpaved public access road and to
provide public legal access to portions of the Ka`ohe Homesteads.
Pursuant to Aniclc XIII, Section 13-12, Hawai' i County Charter, the Council, on behalf of the County, may
accept gifts or donations of money, securities_ or other personal property or of real estate or any interest in real
estate.
A letter of appreciation will be sent to The Ka'ohe North Road Association through its President, at P.O. Box
1126, Pahoa, Hawaii 96778, acknowledging this generous donation.
Your Committee heard testimony in favor of the measure from .terry Konanui, representing the community.
Mr. Konanui stated there has been along-term problem, division in the community, and anxiety caused by the
neglect of this roadway. He felt that restoring the road would help the conununih~.
Council Member'Tyler expressed concern that there are no matching funds faun the County to assist the efforts of
the community in this process.
F'or informational purposes, Mr.'I'yler voted kanalua twice.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 121-03 and recommends
its adoptirni.
