Your Committee on Finance, to which was referred Resolution No. 122-03, reports as follows:
Resolution No. 122-03, transmitted by Director of Finance William Takaba, via Communication
No. 392, dated October 21, 2003, transfers funds as follows:
From:
085-601-5604.06 Landfills Equipment Solid Waste $23,000
To:
085-601-5604.01 Landfills Salaries & Wages Solid Waste $23,000
The funds being transferred into the salaries & wages account will be used to fill an unfunded
Equipment Operator III position for the Solid Waste Division in Kona. The volume of waste
being handled in Kona has been steadily increasing and the current staffing level is no longer
adequate to handle the workload. 'This position will reduce the overtime and the workload strain
on the existing employees at the site.
Funds are available in the Landfills Equipment account due to the expected savings of about
$35,000 resulting from the purchase of an 8 cubic yard dump truck instead of the 10 cubic yard
dump truck that was originally budgeted.
Barbara Bell, Director of Environmental Management, explained that this salary amount is for a
portion of the fiscal year, and funding for this position will be budgeted in the next fiscal year
budget.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 122-03
and recommends its adoption.
