No. 123-03 PLACE: Council Chambers TIMR: 1025 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 123-03, reports as follows: Resolution No. 123-03, transmitted by Director of Finance William'l~akaba, via Communication No. 393, dated October 23, 2003, creates a Resource Center Coordinator (Temporary) position and a Resource Center Specialist (Temporary) position for the Hawaii County Resource Center. These positions are needed to staff the Hawaii County Resource Center (HCRC ). a program developed within the Department of Research and Development in order to develop island-wide communication network between the communities and government agencies and provide training and technical assistance in areas of community meetings as well as grant writing. I~he coordinator will he responsible for overall management and for program leadership. 'Phis position will administer the development and implementation of the operational functions, identify funding sources for developing HCRC projects, and assist and guide other county departments and community entities toward grant opportunities. It will also work with the county's department heady and staft~to identify and address departmental needs. I~he specialist will provide leadership and direction for project operations, provide oversight. supervision, management, technical assistance and training ofisland-wide facilitators, and provide oversight and management of subcontracts. "this position will develop and mobilize the island-wide HCRC communication network, and facilitate and support district groups. I~hese positions will be funded with monies derived from grants and other outside sources for these positions. FC REPORT NO. 168 Some members of Your Committee were concerned that the positions will become permanent and questioned the source of future funds. Director of Department of Research and Development Jane Testa explained that if the County contracts these positions it would be only for three months with an extension for another three months. Therefore, it is best for these positions to be on temporary status and continue with grant funding until funding is in place.
