Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 388, and attached Bill No. 172, reports as follows:
Communication No. 388 is from Director of Public Works Bruce McClure, dated October 17, 2003,
transmitting Bill No. 172 for the Council's review and consideration.
The purpose of Bill No. 172 is to amend Chapter 24, article 10, division 5, Section 24-281, of the
Hawaii County Code 1983 (1995 Edition) by extending the parking prohibition on Waianuenue
Avenue between the Hilo Terrace Apartments and Takata Dental Health Center from 7:15 a.m. to
8:00 a.m, to 7:15 a.m. to 5:30 p.m. on school days on Waianuenue Avenue. BiII 172 also amended
Item (22) parking prohibited between 7:15 a.m.-8:00 a.m. on school days on Waianuenue Avenue
from "both sides" to "Hamakua side," from two hundred forty feet makai of Laimana Street to
Kapi`olani Street.
Mr. McClure and Traffic Division Chief Casey Yanagihara were available for questioning and
explained the need to provide additional driveway sight distance along the Puna side of Waianuenue
Avenue between the Hilo Terrace Apartments and Takata Dental Health Center. Rather than
eliminating the seven (7) marked stal-s, the proposal is to extend the current parking prohibition
hours. This will restrict parking during normal business hours when driveway usage is at its highest
and restore parking for citizens when the prohibition is not in effect.
Your Committee is in accord with the purpose and intent of Bill No. 172 and recommends that it
pass first reading.
