Your Committee on Finance. to which was refen~ed Resolution No. 125-03, reports as follows:
Resolution No. 125-03, transmitted jointly with Bill No. 179 by Director of Finance
William Takaba, via Communication No. 404, dated October 29, 2003, authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of Transportation for
a Puna Regional Circulation Plan grant.
I'he State of Hawaii Department of Transportation, through its State Planning & Research
(SPR) program derived Irom the Federal Highway Administration, has authorized a $120,000
grant to the County of Hawaii for the preparation of the Puna Regional Circulation Plan. This
grant will be used to develop along-range regional transportation circulation plan for the Puna
District.
phis regional circulation plan will have multi-modal focus and identify the transportation needs
relative to alternative future land use scenarios and the specific implementation measures such as
regulatory changes or CIP proposals.
Pursuant to Section 46-7, Hawaii Revised Statutes. county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Some members of Your Committee requested a copy of the grant application prior to the neat
Council meeting.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 125-03
and recommends its adoption.
