Your Committee on Finance, to which was referred BiII No. 179, reports as follows:
Bill No. 179, transmitted jointly with Resolution No. 125-03 by Director of Finance
William Takaba, via Communication No. 404, dated October 29, 2003, amends Ordinance
No. 03-91, as amended, the Operating Budget. ending June 30, 2004. The amendment is as
follows:

These funds from the State of I Iawai'i Department of Transportation through its State Planning
& Research (SPR) program derived trom the Federal Highway Administration will be used to
develop along-range regional transportation circulation plan for the Puna District.
Pursuant to Section 46-7. Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter, the Mayor is hereby authorized to apply tor, receive and expend the funds for the Puna
Regional Circulation Plan program.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 179 and
recommends it pass first reading.
