Your Committee on Finance, to which was referred Resolution No. 126-03, reports as follows:
Resolution No. 126-03, transmitted jointly with Bill No. 181 by Director of Finance
William'hakaba, via Communication No. 411, dated November 3, 2003, authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of Transportation for
a Rural Paratransit System Study grant.
I~he State of Hawaii Department of Transportation, through its State Planning & Research
(SPR) program derived from the Federal Highway Administration, has authorised a $100.000
grant to the Mass Transit Agency for a pilot study on a Rural Paratransit System for the Puna and
Kona districts. A paratransit system includes public and private mass transportation in the
spectrum between the private automobiles and conventional transit, and includes modes that are
demand responsive and share rides.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 126-03
and recommends its adoption.
