Your Committee on Finance, to which was referred Bill No. 181, reports as follows:
Bill No. 181, transmitted jointly with Resolution No. 126-03 by Director of Finance
William Takaba, via Communication No. 411, dated November 3, 2003, amends Ordinance
No. 03-91, as amended, the Operating Budget, ending June 30, 2004. 'fhe amendment is as
follows:

"Chew funds from the State of Hawaii Department of'fransportation, through the State Planning
& Research Program derived from the Federal I lighway Administration, will be used for a pilot
study on a Rural Paratransit System for the Puna and Kona districts.
Pursuant to Section 46-7, Hawaii Revised Statutes_ and Section 13-13(b), Hawaii County
Charter, the Mayor is hereby authorized to apply tor, receive and expend the funds for a Rural
Paratransit System Study grant.
Your Committee nn Finance is in accord with the purpose and intent of Bill No. 181 and
recommends it pass first reading.
