Your Committee on Finance. to which was referred Resolution No. 127-03, reports as follows:
Resolution No. 127-03, transmitted jointly with Bill No. 182 by Director of Finance
William Takaba, via Communication No. 412, dated November 4, 2003, authorizes the Office of
the Mayor to enter into an agreement with the State of Hawaii Department of Transportation for
the Hawaii County Fire Department"s ".laws of Life ~ project.
fhe State of Hawaii Department of "fransportation derived from U.S. Department of
Transportation has authorized a $44,000 grant to the Hawaii County Fire Department "Jaws of
life' project. The goal of this project is to reduce the number of deaths and complications from
serious injuries, resulting from motor vehicle accidents, by equipping fire crews with the tools to
extricate pinned vehicle occupants faster than is currently done. The grant funds will be used to
purchase power extrication tools, commonly called the "Jaws of Life', and have them assigned
to the Kaumana and Kawailani Firc units.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
During its discussion, Your Committee learned that only Kaumana and Kawailani Fire units did
not have the power extrication tools.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 127-03
and recommends its adoption.
