Your Committee on Finance, to which was referred Bill No. 183, reports as follows:
Bill No. 183, transmitted by Council Chair James Y. Arakaki, via Communication No. 414, dated
November 6, 2003, amends Chapter 2, of the Hawaii County Code 1983 (1995 edition), relating to
Administration, by adding a new article to the establishment of a disaster and emergency fund.
This measure proposes to create a special fund to provide immediate response to repair facilities and
infrastructure due to damages caused by a natural or man-made disaster or other emergencies, and to
clean up property when such action serves a public purpose.
During its discussion and as a result of discussion held on Bill No. 183, the following amendments were
made for housekeeping purposes:
Section 2-_ _ Funding.
'T'he Disaster and Emergency Pund shall be funded each fiscal year by the council
appropriating a minimum of $100,000 to a maximum of $500.000 per year until the Fund
has accumulated a maximum of $5,000,000 fat the time of the appropriation ~.
Section 2-_ Expenditures from the Disaster and Emergency Fund.

Section 2-_ _ Dissolution of the fund.
"The Disaster and hmergency fund shall not be dissolved unless such dissolution is
approved by ~thc unanimous a two-thirds vote of the County Council.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 183, as amended (to
Draft 2), and recommends it pass first reading.
