Your Committee on Finance, to which was referred Bill No. 186, reports as follows:
Bill No. 186, transmitted by Director of Finance William "fakaba, via Communication No. 420, dated
November 18, 2003, amends Ordinance No. 03-90, as amended, the Capital Budget, ending.lune 30, 2004, by
adding the following prgject:
PUBLIC WORKS:
Flood Disaster Prgjects -County Match I10-299-5299.46
$500,000
Funds for these projects shall be provided from general obligation bonds, capital projects fund-fund balance
and/or other sources.
Funds will be used for the County portion of the remaining November 2000 flood related projects. Federal
Highway Administration will fund 82.48% of the cost. Federal Emergency Management Agency will fund 75% of
the cost. Natural Resources Conservation Service will fund partial cost.
These arc the following projects:
Project Title: South Road Flood Repairs
Project Description: Install a new culvert and repair damaged pavement on South Road in Wood Valley.
Project Title: Flood Damage Repairs to Akolea Road Bridge (FH WA)
Project Description: Repair and/or restore flood related damages to Akolea Road Bridge including
removing and disposing debris, replacing guardrails, repairing roadway shoulders
and undermined abutment wall, and installing grouted rubble paving.
Project Title: Emergency Repairs to Alenaio &Waipahoehoe
Project Description: Repairs to stream beds of Alenaio &Waipahoehoe Streams in South Hilo.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 186 and recommends it pass first
reading.
