Your Committee on Finance, to which was referred Bill No. 187, reports as follows:
Bill No. 187, transmitted by Director of Finance William Takaba, via Communication No. 421, dated
November 20, ?003, amends Chapter 24, of the Hawaii County Code 19A3 (1995 Edition), relating to
vehicles and traffic by exempting totally disabled veterans from certain fees.
This measure proposes to exempt any person who is totally disabled due to injuries received while on
duty with the armed forces of the United State from certain motor vehidc taxes and fees collected by the
County of Hawaii.
Bill No. 183, Draft 2 was referred to Your Committee, dated December I, 2003, from Director of Finance
William 'Takaba, who requested to amend this measure for housekeeping changes to correct obsolete
language as follows:
I) The first paragraph of §2417 is updated to reflect the current practice of staggered
registration deadlines.
2) §24-17(b)(2)(C) is amended to reflect the increased fees approved in Ordinance
No. 02-90.
3) New language in §24-17(d) and §24-19(k) to clarify that the exemption only applies to
County weight tax and to add a Veterans Administration certification requirement.
Some members of Your Committee expressed concern regarding Fairness and equity for other members of
the public who are totally disabled, which may or may not include veterans who became disabled outside
of duty in the armed forces.
For informational purposes, Mc Tyler voted kanalua then no.
Your Committee on Finance is in accord with the f~urpose and intent of Bill No. 187, Draft 2, and
recommends it pass f first reading.
