Your Committee on Finance, to which was referred Bill No. 140, reports as follows:
Bill No. 140, transmitted by Council Member Bob .lacobson, via Communication No. 327, dated
August 7. 2003, amends Ordinance No. 03-90, as amended, the Capital Budget ending
June 30, ?004, by adding the following project:
PARKS & RECREATION:
Ho'okena Beach Park Water Meter 110-599-5597.89-115

Funds for this project shall be provided from general obligation bonds, capital projects, fund-
fund balance and/or other sources.
Funds will be used for the replacement and installation of a 1'/z' water meter supporting the
Eio'okena Beach Park facilities. The appropriation amount represents the County's share of the
replacement costs.
Currently, on busy beach days, the water system cannot provide sutficient water for both the
park and the residents. Some of the new park fixtures cannot be utilized because of the lack of
water pressure. The primary purpose is to provide the primary users (residents of South Kona)
with continuous restroom and shower conveniences. Secondary users will be the residents of the
Big Island and visitors using this park.
Originally heard on September 16, 2003, this measure was deferred pending additional
information to be supplied by Council Member Bob Jacobson.
FC REPORT NO. 185
Communication No. 327.2 from Colmcil Member Bob Jacobson, dated November 20, 2003,
provides comments on Bill No. 140, which states that until the recent park renovation and
subsequent increased public use of the park, the Hookena Beach Community Water Association
had no intention of increasing the size of the water meter and saw no need to do so. The
determination of public purpose is as follows: (1) determine the ultimate goal of the benefit to
the public intended by the project; (2) analyze whether public or private parties will be the
primary beneficiaries; (3) analyze the speculative nature of the project; and (4) analyze and
balance the probability that the public interest will be ultimately served and to what degree.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 140 and
recommends it pass first reading.
