No. 129-03 Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 129-03, reports as follows: Resolution No. 129-03, transmitted by Council Member J. Curtis Tyler, Ill, via Communication No. 417, dated November 20, 2003, authorizes an improvement district implementation study for wastewater and recycled water system improvements for Kealakehe, Honokohau, Kaloko and Kohanaiki, District ol~ North Kona, Hawaii. The thrust of this initiative is to facilitate sewerage improvements in the rapidly developing Kaloko Industrial Area as well as to thoughtfully plan and consider the greater regional needs of this important section of North Kona coastline. The perspective and methodology proposed by this resolution is meant to assure the protection of marine resources and shoreline park properties including Honokohau Harhor, Kaloko Honokohau National Historic Park, the new shoreline park at Kohanaiki, and the Natural Energy Laboratory of Hawaii Authority at Keahole Point. This resolution further invites a collaborative and consultative approach to the determination of needed infrastructure and financing options of the many affected private and public landowners. Your Committee received testimony in favor of the measure from William L. Moore of William L. Moore Planning and Geraldine Bell with the United States Department of the Interior. Council Member J. Curtis Tyler, 111 requested an amendment to subparagraph (3) of the Now, Bc it Resolved" clause on page 3 of Resolution No. 129-03, as follows: (3) advise the Council as to the preferred ir~ethod of financing said improvements, whether by Council- initiated improvement district, owner-initiated i-nprovement district, tar increment district, community facilities district, or private financing.
