Hawaii 96720 Your Committee on Planning, to which was referred Communication No. 415 and Bill No. 184, transmitted by Mayor Harry Kim, dated November 6, 2003, regarding a change of zone request by State of Hawaii, Department of Land and Natural Resources, at Waiakea, South Hilo, Hawaii. TMK: 2-2-37:41 reports as follows: Bill No. 184 seeks to amend Section 25-8-33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of the Ilawai'i County Code, by chmiging the District Classification from Single Family Residential (RS-10) to Industrial-Commercial Mixed (MCX-20) at Waiakea, South Hilo. for 2.847-acres of land located at the southwest corner of Kanoelehua Avenue and Kekuanaoa Avenue. Waiakea. South Flilo, Hawaii. Communication No. 415 reports the Hawaii County Planning Commission, as required by the I lawaii County Charter. Chapter 4, Section 6-4.3(C), voted to recommend to approve the above application on October 17, 2003. Communication No. 415 also transmits the findings and recommendation of the Planning Director. In synopsis, the Planning Director reports the following: ~fhe applicant is requesting a change of zone for 2.847-acres from Single Family Residential (RS-10) to Industrial-Commercial Mixed (MCX-20) District, at Waiakea, South Hilo. Hawaii. The proposed objective is to provide long-term leases of the site for diversiticd business and employment opportunities. Specitic uses shall be determined by public auction as required by Hawaii Revised Statute 171-13. 2. 'The subject property has remained vacant since 1978. Over this period the applicant. State of llawaii -Department of Land and Natural Resources, have received numerous requests to utilize the property. 3. Near the subject parcel are properties currently coned lndustrial (MI. ?0) and Singlc- Family Residential (RS-10). 4. The Director, with Specitic conditions, recommends favorable approval to the Change of Zone request from Single Family Residential (RS-101 to Industrial-Commercial Mixed (MCX-20) District, based on the 1iillowing findings "I~he request is consistent witL the intent and purpose of the f{conomics and Land Use elements of the General Plan and is in accordance with the Hawaii County Toning Code, Chapter 25. ^ 'fhe MCX rezoning will conform to the Land Use Pattern nlhcation Guide Communication 415 Bill 184 Page 2 (LUPAG) Map, as the property is designated as Industrial. • The proposed change of zone will complement and accurately retlect economic activities currently underway in the area. Requisites of the Director"s favorable recommendation are approximately 12 approval conditions, which mandate landscaping, project access routes and minimum set back requirements. At today's meeting, Planning Director Chris Yuen and Rodney Haraga of the Department Transportation, Highways Division and Brian Nishimura, Planning Consultant, provided this committee with background information about the origins and purpose of Bill No. 184. Mr. Haraga, at the request of members of this Committee, explained the process in which the lease will be awarded and the use of the parcel determined. Your Committee concurs with the Planning Commission and the Planning Director's favorable recommendation for approval of the Change of Request. Your Committee on Planning is in accord with the intent and purpose of Bill No. 184 and recommends it pass first reading.
