Your Committee on Finance, to which was relerred Resolution No. 138-04, reports as follows:
Resolution No. 138-04, transmitted jointly with Bill No. 200 by Director of Finance
William Takaba, via Communication No. 440, dated December 8. 2003, authorizes the Oftice of
the Mayor to enter into an agreement with the State of Hawaii Department of'I'ransportation for
a Roadblock Program grant.
Fhe State of Hawaii Department of Transportation, Public Affairs Oftice - Safe C ommunity
Program has authorized a $1 12,688 grant to the Police Department for the Hawaii County
Police Departments (HCPD) Roadblock Program to reduce the number of alcohol related trat7ic
fatalities and injuries, to increase the public awareness, and to provide a constant deterrence
against drunk driving by conducting Driving Under the Influence (DUI) checkpoints.
The Cunds provided by the State of Hawaii Department of Transportation are derived from
grants provided by the federal government.
Pursuant to Section 46-7, Hawaii Revised Statutes. that the Mayor of the County of Hawaii is
authorized to execute, on behalf of the County. the Application for highway Safety Project
Reimbursement Grant, to enable the County to reduce the number of alcohol related trattic
fatalities and injuries, to increase the public awareness. and to provide a constant deterrence
against drunk driving by conducting DUI checkpoints.
Sergeant Randy Apele of the Hawaii County Police Department informed your Committee that
federal funds were increased and grant application reFlects the incorrect amount.
Your Committee on Finance is in accord with the purpose and intent of Resolution Nu. 138-Od
and recommends its adoption.
