William Takaba, via Communication No. 440. dated December 8. 2003. amends Ordinance
No. 03-91, as amended, the Operating Budget, ending Junc 30.2004. "I'he amendment is as
follows:

These funds from the U.S. Department of Transportation, through the State of Hawaii
Department of Transportation, Public Affairs Office -Safe Community Program will be used to
reduce the number of alcohol related traffic fatalities and injuries. to increase public awareness,
and to provide constant deterrence against drunk driving by conducting DUI checkpoints.
Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County
Charter. the Mayor is hereby authorized to apply for, receive and expend the funds fbr a I ICPD
Roadblock Program grant.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 200 and
recommends it pass first reading.
