Your Committee on Finances to which was referred Resolution No. 139-OG, reports as lollows:
Resolution No. 139-04, transmitted jointly with Resolution No. 140-04 and Bill No. 201 by Director of
Finance William'fakaba, via Communication No. 441. dated December 16, 2003, authorizes the Office
of the Mayor to enter into an agreement with the Slate of Hawaii Department of Business. Economic
Development and Tourism for a Hazards Mitigation Plan grant.
7~he State of Hawaii Department of Business, Economic Development and Tourism through its Office
of Planning Hawaii Coastal Lone Management Program has authorized a $26,000 Hazards Mitigation
Plan grant to the Department of Planning. Funds will be used to contract with the University of Hawaii
for their technical assistance to develop the County's Hazards Mitigation Plan. The Hawaii County
Civil Defense Agency will also be contributing $3.000 from a previously appropriated Economic
Development Administration (EDA) llizards Mitigation grant towards the contract.
Pursuant to Section 46-7. Hawaii Revised Statutes. county departments must obtain the consent of the
council to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to he undertaken pursuant to those powers.
During its discussion, Your Committee questioned why the effective date on the contract for goods and
services is shown to be November 10. 2003. Information is needed prior to the next Council meeting.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 139-04 and
recommends its adoption.
