Your Committee on Finance, to which was referred Resolution No. 140-04, reports as follows:
Resolution No. 140-04, transmitted jointly with Resolution No. 139-04 and Bill No. 201 by
Director of Finance William Takaba. via Communication No. 441, dated December 16, 2003,
authorizes the Office ofthe Mayor to enter into an agreement with the University of Hawaii at
Manoa and the Institute of Geological and Nuclear Sciences for their assistance with the
development of a Hazards Mitigation Plan.
The University of Hawaii School of Ocean and Earth Science and Technology, in joint
arrangements with the Institute of Geological and Nuclear Sciences, has specialized expertise in
hazard planning that would complement the County's team work on developing a Hazards
Mitigation Plan. The proposed work will address three key areas, Hazard Area Identification.
Risk and Vulnerability Analysis. and Mitigation Measures, which will be funded through a grant
from the Economic Development Agency and from the State of I lawai`i Department of business,
Hconomic Development and Tourism's Office of Planning
Pursuant to Section 46-7. llawai'i Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 140-04
and recommends its adoption.
