No. 441/Bill No. 201 Council Chair and Members Hawaii County Council Milo, Hawaii 96720 Your Committee on Finanee, to which was referred Bill No. 201. reports as follows: Bill No. 201, transmitted jointly with Resolution No. 139-04 and Resolution No. 140-04 by Director of Finance William Takaba, via Communication No. 441, dated December 16, 2003, amends Ordinance No. 03-91, as amended, the Operating Budget, ending .Tune 30.2004. The amendment is as follows: FYom: 3305.36 State Grants - CLM Hazards Mitigation Plan General $26,000 To: 010-141-5141.45 C7M Hazards Mitigation Plan General $26,000 These funds from the State of Hawaii Department of Business, Economic Development and Tourism through its Office of Planning Hawaii Coastal 7,one Management (CZM) Program will be used to contract with the University of Hawaii for their technical assistance to develop the County's I Iazards Mitigation Plan. The University of Hawaii School of Ocean and Earth Science and Technology, in joint arrangements with the Institute of Geological & Nuclear Sciences, has specialized expertise in hazard planning that would complement the County's team work on developing a Hazards Mitigation Plan. The proposed work will address three key areas, Hazard Area Identification. Risk and Vulnerability Analysis, and Mitigation Measures. Pursuant to Section 46-7, Hawaii Revised Statutes, and Section 13-13(b), Hawaii County Charter, the Mayor is hereby authorized to apply for, receive and expend the funds for a CJM Hazards Mitigation Plan. Your Committee on Finance is in accord with the purpose and intent of Bill No. 201 and recommends it pass tirst reading.
