Your Committee on Finance. to which was referred Bill No. 205, reports as follows:
Hill No. 205, transmitted jointly with Hill No. 206 by Director of Finance William Takaha, via Communication
No. 446, dated December I8, 2003, amends Ordinance No. 03-91, as amended, the Operating Budget, ending
June 30. 2004. The amendment is as follows:
From
3101.10 Real Property Taxes General $ 820.000
3101.14 Real Property Penalties 80.000
3101.16 Real Property Interests 600,000
TOTAL $1,500,000
To:
010-801-5801.43 Transfer to Selflnsurance Fund General $1.000,000
010-801-580135 Transfer to Solid Waste Fund 500,000
TOTA1, $1.500,000
With the recent full payment of the Kohana`iki real property tax delinquency debt, the County netted approximately
$1,500,000 in unanticipated revenue over what had heen budgeted. Specitically, these funds will be used to cover
existing obligations to the Selt=Insurance Fund to pay for settlements in excess of $1,000,000. Also, to comply with
the conditions of the South Hilo Sanitary Landfill Consent Agreement between the State of Hawai' i Department of
Health and the County of Hawaii, Department of Environmental Management, Solid Waste Division, the County has
agreed to provide corrective actions for storm water management, cover materials requirements, control of wind-blown
litter and hazardous waste screening requirements. In addition, in order to maintain regulatory compliance in Wcst
Hawaii, additional funds are needed for litter migration control at the West Hawaii Landfill as the amount originally
estimated for Fiscal Year 2003-2004 have been expended.
Some members of Your Committee were concerned over the increase of appropriations to the cost of the cover
materials.
Fbr informational purposes. Mc Tyler voted km)alua twice.
Your Committee on Finance is in accord with the purpose and intent of Hill No. 205 and recommends it pass lirst
reading.
