Your Committee on Finance. to which was referred Communication No. 462, reports as follows:
Communication No. 462, transmitted by Mayor Harry Kim, dated January 9, 2004, nominates
Mr. Morris K. Ota, Ms. Denise L.M. Walker, and Mr. Jack L. Ferguson to serve on the County
of Hawaii Liquor Control Adjudication Board.
Council District 7 - A resident of Hawaii for 70 years. Mr. Morris K. Ota is currently an
engineer with the State of Hawaii. Department of Land and Natural Resources. Mr. Ota has just
completed a term with the County of Hawaii Transportation Commission and has served on the
Police and Traffic Safety Commission in the past. Of no political party affiliation, he will serve
a term to end December 31.2004, replacing Mr. "fsuyoki Nakashima, who resigned.
Council District 3 - A resident of }lawai'i for 1 1 years. Ms. Denise L.M. Walker is the
owner/manager of Walker Consultants. Ltd. Currently she serves on the State of Hawaii Small
Business Regulatory Review Board and is a member of the National Federation of Independent
Business Peoples Leadership Council Of no political party affiliation, she will serve a term to
end Dccember 31, 2006, replacing Mr. Ron Castillo, who resigned.
Council District 8 - A resident of Hawaii for nine-years, Mr. Jack L. Ferguson is a Surrogate
Parent/Advocate with Educational Services Hawaii. He is currently a member of Hui I,aulima,
the Kona Glks Lodge, the U.S. Navy League. and the Kona Kohala Chamber of Commerce. A
member of the Republican Party, he will serve a term to end December 31, 2008, replacing Jude
Mattos, whose teen expired on December 31.2003.
Pursuant to Article VII, Chapter 3, Section 7-33 ofthe Ilawai'i County Charter, there shall be a
liquor control adjudication board consisting of five members who shall be appointed by the
Mayor and confirmed by the council in the manner prescribed in Section 13-4 of the Hawaii
County Charter.

Your Committee requested a copy of Mr. Ron Castillo's resignation letter prior to the next
Council meeting.
Your Committee on H'inance recommends the approval of the appointment of Mr. Morris K. Ota,
Ms. Denise L.M. Walker, and Mr. Jack L. Ferguson to the County of 1 fawai'i Liquor Control
Adjudication Board for teens ending llecember 31.2004, 2006 and 2008, respectively.
