Your Committee on Finance, to which was referred Rill No. 215, reports as follows:
Bill No. 215, transmitted Council Member Gary Safarik, via Communication No. 460, dated January 12, 2004,
amends Ordinance No. 03-90, as amended, the Capital Budget, ending June 30. 2004, by adding the following
project:
DEPARTMENT OF PARKS & RECREATION:
Dirt Bike/ATV Track 110-599-5591.71-I 15
$50,000
Funds for this project shall be provided from general obligation bonds, capital projects fund-fund balance and/or
other sources.
Funds will be used for the construction and materials for a Dirt Bike/Al'V Track in the Hilo Drag Strip area with
the help of volunteers from the ATV Riders of Hawaii, a I lawai'inon-profit organization and the community.
Yow' Committee heard testimony in favor to the measure from Jon Olson. Karen Uemura of the ATV Riders of
Hawaii, David Makizuru of the Cycle Sports Hawaii, Gerald Santiago of the ATV Riders of Hawaii, and
Robert Kealoha.
During ils discussion, Your Committee learned that the track will be maintained by the AT'V Riders of Hawaii
and that a memorandum of agreement is being drafted. The Department of Parks and Recreation will transmit the
final agreement prior to the nest Council meeting.
Your Committee also learned that the ATV Riders of Hawaii intends to conduct education and training courses
for dirt bike and ATV riders who will be using the Track.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 215 and recommends it pass first
reading.
