Your Committee on Parks & Environmental Management to which was referred Communication No. 453,
reports as follows:
Communication No. 453 is transmitted by Mayor Harry Kim, dated .lanuary 7, 2004, submitting for confirmation the
nomination of Mr. Peter J. Callahan and Mr. Richard L. Highley to the County of Hawaii Veterans Advisory Committee.
Peter J. Callahan of North Kona is a six-year resident of Hawaii and serves as the Post Commander for the American
Legion Kona Post 20. He also serves as a volunteer chaplain at the Kona Community Hospital. Mr. Callahan is not
affiliated with any political party and, if confirmed, he will serve a term to expire on December 3 I, 2008.
Richard L. Highley of South Kona is a twenty-one year resident of I lawai'i. who has been very active in veterans affairs
and has served on many of their organizations, such as the Disabled Americans Veterans, Veterans of Foreign Wars.
Military Order of the Purple Heart and Veterans Administration Volunteer. Mr. Highley is not affiliated with any political
party and, i1'confinned, he will serve a teen to expire on December 31, 2008.
Mr. Wendall Hatada, Executive Assistant to the Mayor corrected Communication No. 453 by changing Mr. Highley's
expiration from December 31.2004 to December 31, 2008.
Pursuant to Chapter I5. Article 7, Section I5-61, Hawaii County Code, as amended, there shall he a Veterans Advisory
Committee composed of sixteen members, who shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Parks and Environmental Managemem recommends continuation of Mr. Peter ,I. Callahan and Mr.
Richard L. Highley, to the Hawaii County Veterans Advisory Committee to serve a term [o expire December 31, 2008.

Council member J. Curtis Tyler, III brought to our attention that the correct number of
Veterans Advisory Commission members should be sixteen and not fifteen as previously
reported. Committee report 12 has been corrected.
