Your Committee on Finance, to which was referred Resolution No. 145-04, reports as follows:
Resolution No. 145-04, transmitted jointly with Resolution No. 146-04, Resolution No. 147-04,
and Bill No. 218 by Director of Finance William Takaba, via Communication No. 472, dated
,lanuary 22, 2004. authorizes the Oltice of the Mayor to enter into an agreement with the Ilawai
Community Foundation (HCF) for the Community Oriented Policing Services (COPS) grant.
The Hawaii Island Meth Initiative is ajoint eft~ort of U.S. Senator Daniel K. Inouye, the Hawaii
Community Foundation, and the County of Hawaii. This cooperative effort is in response to the
devastating effect that ICE or crystal methamphetamine ishaving on our children, our families
and our communities.
In February of 2003, Senator Inouye successfully earmarked funds for the Hawaii County Mcth
Initiative, which was put into the budget of the U.S. Department of Justice and assigned to the
COPS agency. 7~he HCF was designated by Senator Inouye as the recipient of the COPS grant.
and they have worked closely with the Office of the Mayor and the Hawaii Island community to
implement this initiative.
The HCF through the U.S. Department of.lustice has authorized a $525,912 grant to the Hawaii
County Police Department, which is one of the recipients of the COPS Grant and intend to use
their funds in the area of enforcement by creating two Police Officer III positions to be assigned
to each of the }Iilo and Kona Ice Task Force Units, creating a Keahole Airport Drug Smuggling
Unit. and two utility vehicles Rir use by these units.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish. expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.

During its discussion, Your Committee learned that the Hawaii Island Meth Initiative funding is
for a period of one year and that U.S. Senator Inouye has included a second year of funding for
this initiative. The measure has been approved by the U.S. Senate and is awaiting tinal budget
approval from the U.S. Congress and the President. It is anticipated that the second year of
funding will not be less than S2 million for the Island of Hawaii. Also, Your Committee
requested a breakdown on the earmarked $3.9 million for the Hawaii County Meth Initiative
prior to the next Council meeting.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 145-04
and recommends its adoption.
