Your C ommittee on Finance, to which was referred Resolution No. 146-04, reports as follows:
Resolution No. 146-04, transmitted jointly with Resolution No. 145-04, Resolution No. 147-04
and Bill No. 218 by Director of Finance William Takaba, via Communication No. 472, dated
January 22, 2004, authorizes the Office of the Mayor to enter into an agreement with the Flawai'i
Community Foundation (HCF) for the Community Oriented Policing Services (COPS) grant.
The Hawaii Island Meth Initiative is ajoint effort of U.S. Senator Daniel K. Inouye, the Hawaii
Community Foundation, and the County of Hawaii. This cooperative effort is in response to the
devastating effect that ICE or crystal methamphetamine is having on our children. our families
and our communities.
In February of 2003, Senator Inouye successfully earmarked funds for the Hawaii County Meth
Initiative, which was put into the budget of the U.S. Department of.lustice and assigned to the
COPS agency. The HCF was designated by Senator Inouye as the recipient of the COPS grant,
and they have worked closely with the Office of the Mayor and the Hawaii Island community to
implement this initiative.
The HCF through the U.S. Department of Justice has authorized a $192,347 grant to the Office
of the Prosecuting Attorney which is one of the recipients of the COPS Grant and intend to use
their funds in the area of enforcement by creating positions for two deputy prosecutors (one in
Hilo and one in Kona) to work exclusively with the County, State, and Federal law enforcement
officials to prosecute drug dealers and seize their assets through forfeitures.
Pursuant to Section 46-7, Flawai'i Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee learned that the additional deputy prosecutors' positions will be specifically
assigned to handle upper level dealers on the Big Island, specifically the [CE dealers.

During its discussion, Your Committee noted that the agreement from HCF grant award amount
was $175,614. Per the Mayor's Executive Assistant Billy Kenoi, an amended agreement with
the additional amount of $16,733 will he forwarded prior to the next Council meeting.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 146-04
and recommends its adoption.
