Your Committee on Finance, to which was referred Resolution No. 147-04, reports as follows:
Resolution No. 147-04, transmitted jointly with Resolution No. 145-04, Resolution No. 146-04
and Bill No. 218 by Director of Finance William Takaba, via Communication No. 472, dated
,lanuary 22, 2004, authorizes the Office of the Mayor to enter into an agreement with the Hawaii
Community Foundation (HCF) for the Community Oriented Policing Services (COPS) grant.
The Hawaii island Meth Initiative is a joint effort of U.S. Senator Daniel K. Inouye, the Hawaii
Community Foundation, and the County of Hawaii. This cooperative effort is in response to the
devastating effect that ICE or crystal methamphetamine is having on our children, our families
and our communities.
In February of 2003, Senator Inouye successfully earmarked funds for the Hawaii County Meth
Initiative, which was put into the budget of the U.S. Department of Justice and assigned to the
COPS agency. The HCF was designated by Senator Inouye as the recipient of the COPS grant,
and they have worked closely with the Office of the Mayor and the Hawaii Island community to
implement this initiative.
The HCF through the U.S. Department of.Iustice has authorized a $125,866 I,n'ant to the
Department of Research and Development's Hawaii County Resource Center, which is one of
the recipients of the COPS Grant. The Resource Center intends to use the funds in the area of
prevention by creating positions for two full-time employees and four part-time facilitators, all of
whom would help set up a community network between county government and community
groups on how to stop drug activity by conducting capacity-building training, holding
community meetings, and overseeing the State Mini-grants Fund.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.

Members of Your Committee felt that it should be up to the community whether to have
capacity-building training or actually to have another $126,000 for grants. Also some members
of Your Committee felt that the Council should be better informed on the progress of this and
other related grants.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 147-04
and recommends its adoption.
